While these are deemed for the beginner remember that a broken brush (Splayed hairs) is used alot for bracken and boughs on trees. So if otherwise useless brushes are used for intricacies in Chinese art the argument is that a brush is as useful as the mark it delivers. 

There remains no argument that these are for new or seasoned artists.  A brush leaves a mark on paper leaving ink behind. Therefore a brush can only be used for the mark it delivers.
